华东理工科技园孵化补贴政策（2021版）

为进一步加大对华东理工大学国家大学科技园（以下简称“科技园”）入驻企业的扶持力度，鼓励和支持科技创新创业，助力企业加速发展，特制定本实施意见。

The strategy of the regulations is aiming to enhance the support to the registered enterprises in ECUST NATIONAL UNIVERSITY SCIENCE PARK (hereinafter referred to as ‘ECUST PARK’), promote technological innovations and accelerate the entrepreneurship development.

一、总则

I. General Principles

1、科技园根据园区总体定位、产业导向和入驻企业的发展需求，在为入驻企业提供创新创业服务的同时，向符合条件的入驻企业提供创新创业和企业发展资助。

ECUST PARK shall provide services / subsidies / funding to the registered enterprises, based on the diversified assessments on general positioning, industrial guidance and development needs from the registered enterprises.

2、本实施意见适用于企业注册地和税收户管均在科技园（含科技园在上海市的各分基地，下同）；条款中列明申请对象为科技园“在孵企业”的，指同时还与科技园签定过《科技企业孵化协议》的企业。

The principles and regulations are applied to the enterprises, whose registration accounts and tax accounts have been both managed under ECUST PARK, including its subsidiaries; The ‘incubated enterprises’ hereof are defined as they have signed the Agreement on Technological Enterprise Incubation with the park, besides the conditions above.

3、凡属于本实施意见适用范围的科技园入驻企业，可根据企业自身情况，对照本实施意见向科技园申请符合条件的创新创业和企业发展资助。

The registered enterprises eligible for ECUST PARK principles and regulations, are encouraged to apply for the subsidies / funding based on their development needs.

4、入驻企业申请资助的，应当按本实施意见的规定向科技园提交申报资料。

The registered enterprises should submit the necessary documents for funding applications, in accordance with the implementation principles and regulations of ECUST PARK.

5、入驻企业享受科技园提供的创新创业和企业发展资助，可与国家、市、区各级政府给予的各类科技扶持政策同步享受，且作为科技园向各级政府推荐申报扶持政策、科技项目的主要依据。

The registered enterprises of ECUST PARK are eligible to enjoy the services, subsidies and funding for technological innovations and entrepreneurship development from the park, as well as the relevant policies from national, municipal and district governments at the same time. Those above can also be used as the fundamental basis for ECUST PARK to recommend technological projects to the governments at all levels and declare supportive policies from them.

二、创新创业和企业发展资助——科技创新类

Ⅱ. The subsidies and funding – focus on technological innovations

（一）企业获得知识产权资助

IP subsidy

1、申请条件 Application Eligibility

科技园在孵企业，申请的知识产权获得授权。

A. Incubated enterprises of ECUST PARK;

B. IP Authorization.

2、资助标准 Subsidy Standard

按照获得知识产权类别，每项给予不同金额资助。

The enterprises can get subsidies at different levels based on which IP Categories they belong to.

发明专利获得授权资助2500元/项；

软件著作权、外观专利、实用新型资助1000元/项。

IP authorization for inventions 2500RMB / Item;

Software copyrights, exterior patents or utility models 1000RMB / Item

3、申报材料 Application Materials

知识产权补贴申请表、知识产权证书等，具体政策以《华东理工大学国家大学科技园知识产权在孵企业补贴办法（修订版）》为准。

A. Application form for IP subsidies, IP certificates, etc.

B. The specific policies are subject to the Subsidy Measures of IP for Incubated Enterprises in ECUST PARK (Revised Version).

（二）企业招聘实习生资助

Internship subsidy for enterprise recruitment

1、申请条件 Application Eligibility

科技园在孵企业，招聘华东理工大学在校实习生。

A. Incubated enterprises;

B. And hire interns from ECUST.

2、资助标准 Subsidy Standard

每位实习生1000元补贴/年，一般每家企业补贴额度上限不超过5000元/年。

1000 RMB / year for each internship. Generally, the maximum amount of subsidy for each enterprise is no more than 5000 RMB / year.

3、申报材料 Application Materials

实习生补贴申请表、实习生证明等，具体政策以《华东理工大学国家大学科技园资助华东理工大学学生实习补贴管理办法（修订版）》为准。

The application form and certificate of interns subsidies shall be subject to the Administration Measures for Internship Subsidy (Revised Version) of ECUST PARK.

（三）企业获得各类资质认定资助

Subsidy for qualifications and certificates

1、申请条件 Application Eligibility

科技园在孵企业，获得科技型中小企业入库编号或高新技术企业证书。

A. Incubated enterprises;

B. And obtained the serial No. for Small Medium Enterprises (hereinafter referred to as ‘SMEs’) or the certificates of high-tech companies.

2、资助标准 Subsidy Standard

科技型中小企业入库 1000元/项；

高新技术企业 6000元/项。

Technological SMEs 1000RMB / Item;

High-tech Companies 6000RMB / Item

三、创新创业和企业发展资助——创业支撑类

Ⅲ. Subsidies and funding– focus on entrepreneurship development

（一）预孵化项目资助 Subsidy for pre-incubation

1、申请条件 Application Eligibility

有意向进入科技园创业苗圃的预孵化项目（华理铸梦空间集中登记地），需通过科技园预孵化路演答辩（线上答辩评审）或者已通过上海市大学生科技创业基金会华东理工大学分基金的评审且拿到华理铸梦空间集中登记地营业执照。

The pre-incubated projects (registered in ECUST DREAM LAB) that intend to join the entrepreneurship nursery of ECUST PARK need to

A. pass the pre-incubation roadshow Q&As (online) of ECUST PARK; or

B. have passed the review of ECUST sub fund, Shanghai Technology Entrepreneurship Foundation for Graduates (hereinafter referred as to ‘ECUST sub fund’), and obtained the business license which registered in ECUST DREAM LAB.

2、资助标准 Subsidy Standard

对符合申请条件的预孵化项目给予一次性500元人民币的资助。

A one-time subsidy of RMB 500 shall be given to the eligible pre-incubated projects.

3、申报材料 Application Materials

预孵化项目商业计划书（由预孵化项目提供）

《科技企业孵化协议》、华理科技园预答辩评分表（由科技园提供）。

A. Business proposal (provided by pre-incubated project team); and

B. Agreement on Technological Enterprise Incubation; and

C. the score table for pre-Q&As (provided by ECUST PARK).

（二）企业开办资助 Subsidy for establishing enterprises

1、申请条件 Application Eligibility

首次入驻科技园（华理铸梦空间集中登记地）的企业（包括新设立、注册地迁移）、符合科技园税收要求的企业、高新技术企业。

A. The enterprises (including start-ups and relocated enterprises) that registered in ECUST DREAM LAB for the first time; or

B. enterprises which meet the tax requirements of ECUST PARK; or

C. high-tech enterprises.

2、资助标准 Subsidy Standard

科技园承担工商注册、工商地址变更费用。

ECUST PARK shall bear the costs of industrial and commercial registration and change of industrial and commercial address.

3、申报材料 Application Materials

《华东理工大学国家大学科技园入孵申请表》、《科技企业孵化协议》。

A. Incubation application form of ECUST PARK and

B. Agreement on Technological Enterprise Incubation.

（三）企业代理记账服务资助Subsidy for bookkeeping service

1、申请条件 Application Eligibility

华东理工大学在校学生、教师新设立的在孵企业（需为法人）、上海市大学生科技创业基金会华东理工大学分基金获得立项的项目。

A. The legal person of the start-up has to be a teachers or a student in ECUST;

B. the project has been approved by ECUST Sub Fund.

2、资助标准 Subsidy Standard

科技园入库的财务代理记账机构提供服务，科技园按2000元/年的标准资助，根据年度评审结果，资助年限不超过2年。

The registered enterprises shall be able to enjoy bookkeeping services from the financial accounting agency of ECUST PARK, in accordance with the standard of 2000 yuan / year, based on the performance review annually. The funding period shall not exceed 2 years.

3、申报材料 Application Materials

华东理工大学学生证、上海市大学生科技创业基金会华东理工大学分基金立项合同。

A. Student card of ECUST;

B. Signed contract with ECUST sub fund.

（四）参加创业竞赛资助

Funding for participating in entrepreneurship competition

1、申请条件 Funding Eligibility

报名“创业在上海”上海国际创新创业大赛的企业，报名成功后获得园内赛资格。

The project team who has signed up for the competition of ‘start up in Shanghai', shall be eligible for the competition of ECUST automatically.

2、资助标准 Funding Standard

以园内赛形式进行；

一等奖一名“人才基金”（实习生补贴）奖励额度5000元；

二等奖一名“人才基金”（实习生补贴）奖励额度4000元；

三等奖一名“人才基金”（实习生补贴）奖励额度3000元；

参与奖：每项价值200元的激励，且总获奖数不超过全项目数的10%。

“人才基金”核算年度为自然年，即每年的12月31日前发放完毕。

Rate within ECUST PARK;

The 1st place shall be granted a 5000 RMB reward from the "talent fund" (Internship subsidy);

The 2nd place shall be granted a 4000 RMB reward from the "talent fund" (Internship subsidy);

The 3rd place shall be granted a 3000 RMB reward from the "talent fund" (Internship subsidy);

Participation Incentive: 200 RMB / project.

Further, the total number of awards shall not exceed 10% of the total number of projects. The fiscal year of the "talent fund" shall be accounted by natural year, that is, the distribution of the awards shall be completed before December 31 of each year.

3、申报材料 Funding Materials

“创业在上海”上海国际创新创业大赛官方报名材料（附件一致）、华理科技园专家评分表（科技园提供）。

A. Materials for the competition of “Start up in Shanghai" (the same as the annex); and

B. the score table from the experts in ECUST PARK.

四、附则 Supplementary Provisions

1、入驻企业申请上述资助应以《科技企业孵化协议》有效期为周期。

The valid date of the subsidy application shall be aligned with the Agreement on Technological Enterprise Incubation.

2、入驻企业申请材料需依据具体政策的要求，提供完整的附件材料。

The registered enterprises shall provide sufficient materials for application based on specific requirements of the policy.

3、如国家、市、区各级政府相关政策发生重大变化的，科技园有权对本实施意见作相应调整。

ECUST PARK has the right to adjust the implementation regulations, in accordance with the relevant policy-changes from the national, municipal and district governments.

4、本实施意见自2021年1月1日起执行，2021年12月31日止。

The implementation regulations shall be implemented from January 1, 2021 to December 31, 2021.

5、本实施意见由华东理工大学国家大学科技园负责解释。

The implementation regulations shall be declared by ECUST PARK.
